نامه سرگشاده شاعران جهان خطاب به مردم هزاره، سازمان های حقوق بشر، اداره های مهاجرت و رهبران سیاسی جهان

ما شاعران از کشورهای مختلف جهان، خطاب به مردم هزاره، همبستگی کامل خود را با جنبش های مدنی و فرهنگی شما اعلام می کنیم. ما می دانیم که شما قربانی جنایات سیستماتیک به شمول نسل کشی، برده داری، کوچ اجباری، تبعیض و اشغال سرزمین تان هزارستان می باشید. با این وجود، مانند جنبش هایی که به آپارتاید در آفریقای جنوبی خاتمه دادند و مانند جنبش حقوق مدنی آمریکا، جنبش های شما مانند جنبش روشنایی نیز به موفقیت خواهند رسید. ما صدای شما را می شنویم، ما صدای شما را در شعر خود بازتاب داده و آن را در ادبیات امروز جهان مطرح می کنیم.
جنایات سیستماتیکی که امروز علیه هزاره صورت می گیرند، ثابت می کنند که هزاره ها از حقوق بشری خود محروم می باشند. در افغانستان، جایی که هزاره ها مردم بومی آن هستند، حکومت جنایت علیه هزاره را نادیده می گیرد و با چند پست بی ارزش حکومتی، جامعه جهانی را گمراه می سازد.
برخی از تازه ترین جنایات علیه هزاره ها به این شرح می باشند:
• نادیده گرفتن درخواست ها برای تامین حقوق اولیه و رفتار برابر
• حمله به تظاهرات صلح آمیز هزاره، برای نمونه در تاریخ 23 جولای سال 2016، حمله خونین بر جنبش روشنایی مردم هزاره، به کشته و زخمی شدن بیش از 400 تن انجامید.
• فعالیت های سرکوبگرانه توسط حکومت علیه جنبش روشنایی به شمول عدم تامین امنیت گردهمایی و تظاهرات، ایزوله کردن تظاهرات کنندگان و مسدودکردن راه ها، سانسور و تهدید فعالان جنبش به بازداشت و محروم شدن از کار در نهادهای همگانی
• استفاده از تروریست ها برای منع عبور و مرور هزاره ها با گروگان گیری، شکنجه، کشتار و سربریدن مسافران هزاره که عبور و مرور امن آنان را تقریبن در تمام راه های افغانستان ناممکن کرده است.
• سازمان دادن جنایات جنگی به شمول حملات خونین بر تجمعات دینی و غیر دینی هزاره ها در شهرهای مهم از جمله کابل و مزار شریف
• اجازه دادن کوچی های پشتون به حمله بر روستاییان هزاره، کوچیانی که از حمایت کامل حکومت و طالبان برخوردار می باشند.
• اجازه دادن به حملات سازمان یافته علیه فعالان، هنرمندان و نویسندگان هزاره
• تبعیض سیستماتیک علیه هزاره در نهادهای عمومی و ادارات حکومتی
• به حاشیه راندن هزاره ها با محرم کردن آنان از مشاغل مسلکی و تنها اجازه دادن آنان به کارهای فیزیکی؛ هزاره ها کمتر از 5 درصد در نهادهای عمومی و ادارات دولتی شاغل می باشند.
• کشاندن جوانان ناامید هزاره به اعتیاد
• اختصاص کمتر از 2 درصد از بودجه ملی به مناطق هزاره نشین
• اعزام سربازان و افسران هزاره به خطرناکترین مناطق افغانستان
• در قراردادهای حکومت افغانستان با کشورهای غربی برای بازگشت اجباری، در رده ی نخست، پناهجویان هزاره هدف قرار گرفته اند.
حملات و اقدامات برای نابودی سیستماتیک هزاره توسط حکومت افغانستان و گروه های تروریستی به شمول طالبان و داعش صورت می گیرد. گزارش های زیادی مبنی بر ارتباط برخی از مقامات بلندپایه حکومتی با گروه های تروریستی وجود دارند.
در پاکستان، هزاره ها همچنان با حمله مواجه می باشند و حکومت توانایی یا علاقه ای به تامین امنیت آنان ندارد.
حملات سازمان یافته علیه هزاره و نسل کشی آنان در قرن 21، ادامه دهنده ی سیاست ها برای پاکسازی قومی و اشغال زمین های آنان می باشند.
در قرن 19 و در زمان حاکمیت دوست محمد خان، هزاره ها حدود 67 درصد از جمعیت کشورشان را تشکیل می دادند. با این وجود در این دوره، بسیاری از آنان با کوچ اجباری مواجه شدند.
در پایان این قرن، پادشاه افغان عبدالرحمان، با حمایت بریتانیا، پلان نسل کشی هزاره را روی دست گرفت. بیش از 62 درصد از هزاره ها کشته، هزاران تن به عنوان برده فروخته شده و بخش های زیادی از سرزمین هزاره ها اشغال شدند. پس از جنایات در این مناطق بود که نام افغانستان بر روی نقشه ها ظاهر گشت.
تمام تاریخ افغانستان در قرن 20، با کشتار و تبعیض سیستماتیک علیه هزاره ها برجسته می باشد. در روزهای دهم و یازدهم فبروری سال 1993، در منطقه افشار کابل، حکومت مجاهدین و متحدان آنان هزاران تن از مردم هزاره به شمول زنان و کودکان را نابود و زخمی کردند. در ماه آگوست سال 1998، طالبان بیش از ده هزار تن از هزاره ها را در شهر مزار شریف قتل عام نمودند. کشتارهایی از این دست، بلافاصله به مناطق دیگر از جمله یکاولنگ گسترش یافتند. تخریب تاریخ هزاره و ترویج تاریخ غیر حقیقی و تحقیر کننده، سیاست دیگری بود که در کنار جنایات دیگر روی دست گرفته شد. برای نمونه در ماه مارچ سال 2001، طالبان به شکل وقیحانه، پیکرهای بودا در بامیان را که سمبول های اصلی تاریخ و فرهنگ هزاره و جزو میراث های معروف فرهنگی و معنوی بشریت می باشند، نابود کردند. در طول دو قرن، چنین جنایاتی علیه هزاره صورت گرفته، جنایاتی که آنان همچنان از وجود آن ها رنج می برند.
ما شاعران جهان، در نامه خود، فعالان اجتماعی و حقوق بشری و نهادهای حقوق بشر را خطاب قرار می دهیم و از آنان می خواهیم که وضعیت هزاره ها را زیر نظر داشته باشند، جنایات علیه آنان را مستند ساخته، در مورد هزاره به جهان آگاهی داده و بر حکومت فشار آورند تا جنایات خاتمه پیدا کنند. جنایاتی که در کنوانسیون منع نسل کشی و مجازات جنایات نسل کشی و در کنوانسیون بین المللی رفع هر گونه تبعیض نژادی ذکر شده اند، جنایاتی می باشند که هزاره ها از آن ها رنج برده و همچنان رنج می برند. این کنوانسیون ها باید برای جلوگیری از جنایات علیه هزاره ها مفید باشند.
ما شاعران جهان، در نامه خود، اداره های مهاجرت را خطاب قرار داده و از آنان می خواهیم که به پناهجویان هزاره پناهندگی سیاسی اعطا کنند. شرایط هزاره ها با کنوانسیون 1951 پناهندگان و پروتوکول های مربوطه همخوان می باشند. موافقت نامه ها با حکومت افغانستان برای بازگشت اجباری، جنایتی دیگری می باشد علاوه بر جنایاتی که هزاره ها از آن ها رنج می برند.
ما از سیاستمداران جهان می خواهیم که نسل کشی هزاره ها را در پارلمان های ملی خود و در محضر جامعه جهانی به رسمیت بشناسند و از تمام اهرم های حقوقی برای ختم دایمی جنایات علیه هزاره ها استفاده نموده و شاهد جبران خسارت به قربانیان باشند.
ما بصورت ويژه از حکومت بریتانیا می خواهیم که به دلیل حمایت هایی که از دیکتاتور افغان در پایان قرن 19 انجام داده، از مردم هزاره بصورت رسمی پوزش بخواهد. نتیجه ی این حمایت، نسل کشی، برده داری، کوچ اجباری و تبعیض سیستماتیک بوده که تا امروز ادامه یافته است. بازماندگان قربانیان ظلم و ستم، شایسته ی جبران خسارت می باشند.
جامعه جهانی باید بر حکومت های افغانستان و پاکستان فشار آورده و کمک های خود را مشروط به تامین حقوق بشر، به شمول حقوق هزاره ها کند.

An Open Letter from the Poets World-wide to the Hazara, Civil and Human Rights Organizations, Immigration Authorities, and World Leaders

We poets from around the world, proclaim to the Hazara people, that we are in full solidarity with your civic and cultural movements to protect your human rights. We are aware that you are victims of systematic crimes, including genocide, slavery, forced displacement, discrimination, and the invasion of your homeland, Hazaristan. However, like the movements that ended apartheid in South Africa, and the American civil rights movement, your movements such as the Hazara Enlightenment movement will also achieve success. We hear your voices, we reflect it in our poetry, and lift it into contemporary world literature.

Today, the systematic crimes against the Hazara in Afghanistan and Pakistan are proof that the Hazara are being deprived of their human rights. In Afghanistan, where the Hazara are its native people, the government ignores the crimes against the Hazara, and misleads the international community by granting the Hazara a few insignificant government posts.

Some of the most recent crimes against the Hazara are:
• Ignoring demands for their basic rights and equal treatment
• Attacks on peaceful Hazara protests, for example on July 23, 2016, a bloody attack on the peaceful protest of the Hazara Enlightenment movement killed and injured over 400 in Kabul.
• Oppressive actions by the government against the Hazara Enlightenment movement including refusal to provide security for its gatherings and protests, isolating and blocking roads at protests, censoring, threatening the movement's activists with detention, and firing on them from public institutions.
• Using terrorists to obstruct Hazara travel by abducting, torturing, killing, and beheading them, including children and women. This has made the secure passage of Hazara impossible on nearly all roads in Afghanistan.
• Organizing war crimes including bloody attacks on Hazara religious and non- religious gatherings in major cities like Kabul and Mazar i Sharif.
• Allowing attacks on Hazara villagers by armed Pashtun nomads who have full government and Taliban support.
• Allowing organized attacks on Hazara activists, artists and writers.
• Systematic discrimination against the Hazara in public institutions and governmental offices.
• Marginalization of the Hazara by depriving them of fulfilling careers, and allowing them only manual labor jobs. Hazara make up less than 5% of those employed in public institutions and governmental offices.
• Driving frustrated and hopeless young Hazara to drug addiction.
• Allocating less than 2% of the national budget to Hazara areas.
• Posting of Hazara soldiers and officers to the most dangerous parts of Afghanistan.
• Afghan government agreements with western countries for forced deportation targeting primarily Hazara asylum seekers. .

The attacks and systematic destruction of the Hazara are being carried out by the Afghan government and the terrorist groups including the Taliban and Daesh. There are many reports on the links between some high-ranking officials and terrorist groups.

In Pakistan, the Hazara are still under attack, and the government is not able or not willing to protect them.

Organized attacks and genocide of the Hazara in the 21th century continue the policies of Hazara ethnic cleansing and invasion of their lands.

In the 19th century, during the rule of Afghan Dost Mohammad Khan, The Hazara, made up about 67% of their country's population. However, many Hazara faced forced displacement during this period.

At the end of the century, Afghan king, Abdurrahman Khan, with British support, planned the genocide of the Hazara. More than 62% were killed, thousands were sold as slaves and many parts of the Hazara's lands had been invaded. After these crimes, in this area, the name Afghanistan appeared on maps.

Afghanistan's entire 20th century history has been marked by killings of Hazaras and systematic discrimination against them. On February 10 and 11, 1993 in the Afshar area of Kabul, the Mujahadeen government, and its allies exterminated and left injured thousands of Hazara men, women and children. In August 1998, the Taliban killed more than ten thousand Hazaras in the northern city of Mazar-i-Sharif. Similar bloodbaths quickly spread to other parts of Afghanistan including Yakawlang. Destroying Hazara history and promoting an inaccurate, demeaning history of their culture have been further strategies, in addition to violent crimes. For example, in March 2001, the Taliban notoriously destroyed the ancient Buddha sculptures of Bamyan which were principal symbols of Hazara history and culture, and one of the most popular masterpieces of the oral and intangible heritage of humanity. Such is the history of two centuries of crimes against the Hazara, and from which they still suffer.

We, the poets world-wide address our letter to the civil and human rights activists and organizations, and ask them to monitor the Hazara rights situation, document the crimes against them, raise awareness in the world about the Hazara, and put pressure on the government to end the crimes. The crimes mentioned in the Convention on the Prevention and Punishment of the Crime of Genocide and the International Convention on the Elimination of All Forms of Racial Discrimination are the same as the crimes that the Hazara suffered and still suffer. Those conventions should be helpful to prevent the crimes against the Hazara.

We, the poets world-wide address our letter to the immigration directories, and ask them to grant Hazara asylum seekers political asylum. The condition of the Hazara fit the 1951 Refugee convention and related protocols. The agreement with the Afghan government on forced deportation is another crime in addition to those they suffer.

We ask the world's politicians to recognize the Hazara genocide in their national parliaments and in international communities, to use all legal methods to stop crimes against the Hazara permanently, and see that the victims are compensated.

We especially ask the British government to officially apologize to the Hazara for supporting the Afghan dictator at the end of 19th century. This support resulted in the genocide, slavery, forced displacement and systematic discrimination—much of which abides today. It merits compensation to the descendants of the wronged.

The international community should put pressure on the governments of Afghanistan and Pakistan, and make their aid conditional on the improvement of human rights including the Hazara rights.

Again, we the poets world-wide are with the Hazara.

The Flag of Hazaristan was published officially for the first time on the cover of the book Poems for the Hazara, a poetry anthology contributed by 125 internationally recognized poets from 68 countries. The flag of Hazaristan, which is a combination of colores yellow, white and blue, is designed by the Hazara prominent poet Kamran Mir Hazar.

a) The flag of Hazaristan is a combination of three colors, yellow, white, and blue, in order from bottom to top.

b) Yellow is the root and descent of the Hazara and from the color family of the Hazaristan mountains.

c) White is purity and truth. It is in harmony with the winter of Hazaristan. Besides yellow and blue, it is one of the most used colors in the traditional Hazara dress.

d) Blue is a symbol of work, development, and prosperity. It is the talent, ability, desire, and national concurrence of the Hazara.

Poets discover Hazara while NATO fails to protect them from terrorists

The works of one hundred twenty five internationally recognized poets from sixty-eight countries have been published in a 600 page multilingual anthology and collaborative poem. Titled Poems for the Hazara, it's subject is the plight of the Hazara, one of the most persecuted political/ethnic groups in the world. The Hazara have suffered repeated acts of genocide, slavery, and forced displacement, since the beginning of the nineteenth century, due to their progressive religious beliefs and culture. For example, they strongly promote gender equality, encouraging women to participate fully in education, government, healthcare, work, and a broad range of activities outside the home.

A Turkic people, the Hazara people live primarily in Central Asian countries such as Afghanistan, Iran, Turkmenistan, Kazakhstan, Pakistan, and India. Millions of Hazara people throughout history have been forced to leave their original homeland— today called Afghanistan. Hundreds of thousands of Hazara have settled as refugees and political asylums in Europe, the Americas, and Australia.

The poems in this anthology are in seventeen original languages. All non-English poems have English translations. The cover features a representation of the flag of Hazaristan and an image of the ancient Buddha sculpture of Bamiyan, a principal symbol of Hazara history and culture. It was a well-known masterpiece of the visual and intangible heritage of humanity, and was destroyed by the Taliban in March 2001.
Hazara exiled poet and executive editor Kamran Mir Hazar says “this anthology not only contains poems for the Hazara, but poems that represent world poetry today. It includes modern Japanese Haiku, an abstract poem of Brazil, Latin American magic realism, contemporary forms of stream of consciousness, and philosophic European poetry as well as fluid forms of African poetry.

While thousands of international troops are in Afghanistan, the Hazara remain in danger in their own homeland. They face systematic discrimination and attacks from the Taliban and their agents.

Japanese poet and director of the World Haiku Association Ban'ya Natsuishi says “to our displeasure, the history of some people, like the Hazara's is often distorted or destroyed. The Hazara people of central Asia overlapped various cultures; they enriched our civilization. Here we ardently dedicate our various poems in various languages to encourage the Hazara to restore their honor.”

French Mauritian poet Khal Torabully a contributor to this anthology said: “The Hazara, as a people have survived ruthless oppression. As natural poets they have flown the colorful kites of life … Too often, they have travelled in wordlessness. But the time has come to castigate the plight of the voiceless. Poetry, the soul of their language, has travelled with them, across all borders. The HAZARA poems bear witness to their irrepressible presence. Catalan poet, actress, and playwright Angelina Llongueras says “Writing a poem for the Hazara forces you to look at your own history of oppression. It contributes to a deeper understanding of the diversity of cultures in Afghanistan - thus of the world. It makes you confront the fact that all of us count as voices to put an end to the violence and insanity, that drive to extinction, so many people in the world, for simply existing and being who they are. The Hazara are us, we are the Hazara.

In addition to the anthology, the book includes a unique multiform collaborative poem, to which 23 poets from around the world contributed.

An open letter addressed to world leaders in support of the Hazara is an important addendum. It is signed by 354 noted poets including Nobel, Pulitzer, continental and national literary prize-winners as well as presidents of international poetry festivals, presidents of PEN clubs, and writers associations from 96 countries.
